[WebGL] GUI.Label doesn't show Chinese characters
To reproduce:
1. Open the attached project (SwitchFonts.zip)
2. Open the Sample Scene
3. Enter Play mode
4. Observe that Chinese characters are shown on the screen
5. Build and Run for WebGL
6. Observe that Chinese characters are not show on the scree in the build
Reproduced in 2017.3.2f1, 2017.4.8f1, 2018.1.4f1, 2018.1.9f1, 2018.2.1f1, 2018.3.0a6
