[WebGL] Cursor.lockState does not work as expected

-

-e: see title, almost none of them work correctly

-repro:
--build and run attached test scene
--go through the listed states by button click
--NOTICE instead of doing as expected it does the following:
---Visible + Unlocked - works ok
---Visible + Confined - cursor not confined
---Visible + Locked - must be clicked twice (should only be once), AND hides the cursor (should keep it visible)
---Hidden + Unlocked - works ok
---Hidden + Confined - hides cursor but does not confine
---Hidden + Locked - must be clicked twice (should only be once)

    For those that don't know what "by design" means, see the manual for the exact reason this isn't working as you expect. I just ran into this today, and while annoying, seems workable (except in Safari of course).
