WebGL Build fails when Debug Symbols are selected as External
How to reproduce:
1. Open user-submitted project
2. Navigate to File -> Build Settings
3. Change Build Platform to WebGL
4. Press Add Open Scenes
5. Build
Expected result: Player Builds succeeds
Actual result: Player Build fails
Reproducible with: 2021.2.0b1, 2021.2.0b17, 2022.1.0a13
Not reproducible with: 2019.4.32f1, 2020.3.21f1, 2021.1.27f1, 2021.2.0a21
