[WebGL] Addressables are not loaded in Build
Reproduction steps:
1. Open the attached “My project.zip“ project
2. Open “SampleScene” scene
3. Switch platform to WebGL
4. Build and Run the project
5. Click the button in Build and observe the window and browser console log
Expected result: Slider appears and Build works without any errors
Actual result: Slider is not appearing and browser console log shows errors
Reproducible with: 2022.1.23f1
Not reproducible with: 2021.3.15f1, 2022.1.24f1, 2022.2.1f1, 2023.1.0a22
Could not test with: 2020.3.42f1 (Error: The type or namespace name 'VisualElement' could not be found (are you missing a using directive or an assembly reference?))
Reproduced on: macOS Monterey 12.6 (Intel)
