[Vuforia] Game objects under Vuforia section are only created once
Steps To Reproduce:
1. Create a Project
2. Hierarchy > Create > Vuforia > AR Camera. *((Popups for importing/updating Vuforia packages will appear)
3. Select Import, Update options when asked.
4. Hierarchy > Create > Vuforia > Image
Expected Result:
Image target appears in the hierarchy.
Observed Result:
Image target doesn't appear in the hierarchy.
Reproducible On: 2019.1.0a13
Not Reproducible On: 2019.1.0a12

Occurs on Mac and Windows
