Vuforia and Google VR Cardboard Problem
Vuforia and Cardboard do work together, but you can't do it through the Virtual Reality SDKs list. Vuforia takes over control of the camera even if it is not enabled in the scene. Due to this, Vuforia has provided tools to make Cardboard work, Please see the Vuforia AR/VR Sample in the Asset Store for how to deploy such a solution.

Resolution Note (2019.1.X):
Customer is trying a solution to get Vuforia working with Cardboard that is not supported in Unity. Directed customer to the work-around provided by Vuforia in the asset store.
