[XR][Oculus] Unity Player targets 45 FPS when using Oculus Rift
How to reproduce:
1. Open the user's project
2. Build the project
3. Run the built executable with Oculus Rift
Expected result: Unity targets 90fps
Actual result: Unity targets 45fps
Reproducible with: 2019.1.0a9, 2019.2.0b5, 2019.3.0a5
Not Reproducible with: 2018.4.1f1, 2019.1.0a8
Note 1: If the Player is not in focus, the framerate rises to 90fps
Note 2: OpenVR targets 90fps
