[XR] CommandBuffer uses flipped projection matrix when XR is enabled
How to reproduce:
1. Open the user's project
2. Open "Scene" scene
3. Enter the Play Mode
Expected Result: CommandBuffer uses the correct projection matrix
Actual Result: CommandBuffer uses flipped projection matrix
Reproducible with 2019.1.0a4, 2019.1.2f1, 2019.2.0b1, 2019.3.0a2
Not Reproducible with 2017.4.26f1, 2018.3.14f1, 2018.4.0f1, 2019.1.0a3
