Yes
Visual Element fails to encapsulate all children when using "flex-direction: row"
How to reproduce:
1. Open the “IN-108267“ project
2. From the Project window open the "DynamicLayoutExample2.uxml" file
3. Observe the “ContentBox3” Visual Element border
Expected result: Parent element encapsulates the “ContentRight” child element
Actual result: Parent element does not encapsulate the “ContentRight” child element
Reproducible with: 6000.0.0b13, 6000.0.54f1, 6000.1.12f1, 6000.2.0b10, 6000.3.0a2
Not reproducible with: 6000.0.0b12
Reproducible on: macOS 15.5 (M1 Max), Windows 10
Not reproducible on: no other environments tested
Note: Issue does not reproduce if parent Visual Element is set to “flex-direction: column”

Resolution Note:
It's not clear what the expectation is or why it is believed to be a bug. There is no guarantee that flex-direction:row means parents wholly contain children. There are many other variables that can affect placement and layout and there are a lot of variables in play in the provided repro project. Please clarify what the issue is and try to simplify the repro to the elements and styles necessary to repro the issue.
