Visual Effects aren't culled when playing in Play Mode
How to reproduce:
1. Open the attached user project
2. Open Scene “OutdoorsScene“ (Assets)
3. Enter Play Mode
4. Open the Profiler (Window > Analysis > Profiler)
Expected result: FPS is stable
Actual result: FPS drops every few seconds
Reproducible with: 2020.3.40f1, 2021.3.11f1, 2022.1.19f1, 2022.2.0b9, 2023.1.0a13
