[Visual Effect Graph] Package sample project is not shown in the package description if it is not installed
Visual Effect Graph package sample project is not shown in the package description if it is not installed. If the package has a sample project included, it should be shown in the package description even if the package is not installed.
Steps to reproduce:
1) Create a new project
2) Window > Package Manager
3) Select Visual Effect Graph.
Actual result: Visual Effect Graph package has a sample project included which is not shown in the package description
Expected Result: If the package has a sample project included, it should be shown in the package description even if the package is not installed.
Occurring in: 2020.1.0a15, 2019.3.0f1
Occurring in Package version: 7.1.6
Working fine in Package version: 7.1.5
Note: Also occurring with HDRP and Shader Graph package.
Environment: Both Windows and Mac

The issue cannot be reproduced anymore in 7.1.7. Sample additions package is present in the UI
