Video playback stuttering when using some resolution and refresh rate combinations with VSync and DX11
How to reproduce:
1. Open 'SampleScene' from linked "VideoStutterRepro.zip"
2. Build and run
3. Change to different fullscreen resolutions with top-left UI
4. Stop and play video again
5. Turn VSync off and back on
Expected result: Video plays without any issues
Actual result: Video starts stuttering/temporal jittering
Reproducible with: 2019.3.0a9, 2020.1.0b5, 2020.2.0a7
Not reproducible with: 2017.4.39f1, 2018.4.21f1, 2019.3.0a8
Notes:
1. Not affected by "Skip On Drop" in Video Player component nor "DXGI Flip Model Swapchain" in Player settings
2. Only reproducible in exclusive fullscreen with VSync active
3. Only reproducible using DX11, could not reproduce using DX12, Vulkan, OpenGL Core/ES2/ES3.
4. Tested on Windows with NVidia
