[VFXWindow] Tooltip location is offset
Repro steps:
1. Create a new VFX Graph asset, or open an existing VFX
2. Create a node which has tooltips (i.e. RandomValue)
3. Mouse over one of the inputs and observe the location of the tooltip.
Expected outcome:
- Tooltip to show under the mouse cursor.

- works fine in 7.2.0
