[VFX] OnPlay doesn't reset seed
The reseet on play option is only effective with ReInit(), Play() doesn't reset the seed anymore.
The documentation isn't conformed with the actual behavior : https://docs.unity3d.com/2019.3/Documentation/ScriptReference/VFX.VisualEffect-resetSeedOnPlay.html
It's a regression from 2019.2.
