[VFX Graph] VFX graph is still dark when using Light Mode
How to reproduce:
1. Open/Create a URP/HDRP project
2. Unity/File -> Preferences/Settings -> General -> Editor Theme, and select Light
3. Add Visual Effects package
3. Create a new VFX Graph and open it
Expected result: VFX Graph is in Light mode
Actual result: Only some elements are in light mode, while everything is in dark mode
Reproducible with: 2021.3.27f1, 2022.3.2f1, 2023.1.0f1, 2023.2.0a19

After reviewing the issue and the impact it has on our users our team has decided that this case will be resolved as "Won't Fix".This does not mean that the issue isn’t a legitimate bug, but instead that we are not able to prioritize the fix, at this time.
