[VFX Graph] Render Order is not automatically updated until VFX window is opened
How to reproduce:
1. Open the attached package
2. Make sure that VFX window is closed
3. Select VFX asset in the Project Browser
4. In the Inspector, reorder VFX output
Expected result: Outputs are reordered
Actual result: Nothing happens
Reproduced with: 2021.2.0b9 (public 12.0.0), 2022.1.0a8(master)
Notes:
- Happens on HDRP and URP
- If ShaderGraph is assigned to Output, render order doesn't update at all, even if VFX is opened
