Vehicle Engine Does Not Stop When Pressing "E" in Vehicle Sample
*Steps to reproduce:*
# Create a new Unity project
# Open the Package Manager
# Install the com.unity.vehicles package
# Select the Vehicles package and open the Samples tab
# Import the Advanced Vehicle Sample
# In the Project window, open the AdvancedVehicleScene
# Enter Play Mode
# Press the W key to move the vehicle
# Press the E key to stop the engine
# Observe the behaviour of the vehicle

*Actual results:* The vehicle engine continues to run after pressing the E key
*Expected results:* The vehicle engine should stop when the E key is pressed, and there should be a clear feedback of this action to avoid confusion

Resolution Note (fix version 0.1.1-exp.1 - Vehicle Controller):
This was not actually a bug, but could still lead to confusion. In order to address this, we just made all cars not start the engine by default with throttle
