[VCS] [Plastic SCM] Local folders cannot be deleted while version control is connected
How to reproduce:
1. Create a new project in your preferred Plastic SCM workspace
2. Connect it to Plastic SCM
3. Turn off "Automatic Add" option and create a new folder
4. Try to delete the newly created, local folder
Expected result: the folder is deleted without issues
Actual result: the folder is not deleted and no errors or warnings are thrown
Reproduced in: 2020.1.0a8, 2019.3.0b6, 2019.3.0a1
Not reproducible in: 2019.2.9f1, 2018.4.11f1, 2017.4.33f1
Note: Reproduces with empty and non empty local folders, as long as its contents are not added to vcs
