[VCS] Changes to the Audio Mixer can be made without checking out the asset
How to reproduce:
1. Create a new project in your preferred workspace and open it
2. Connect it to Perforce
3. Create a new Audio Mixer and submit it
4. Open it and add a new group ( + sign next to the "Groups" tab)
5. Observe that the Asset was modified but didn't get checked out (Saving the project will correctly check out the asset)
Expected result: the asset is immediately checked out after making changes
Actual result: the asset is not checked out after making changes
Reproduced in: 2020.1.0a3, 2019.3.0b2, 2019.2.3f1, 2018.4.8f1, 2017.4.32f1
