[VCS] Added Remote status persists in other user's view after It's been submitted in the original client
How to reproduce:
1. Create a new project in your preferred workspace
2. Connect it to Perforce and submit the initial project (User 1)
3. Pull the project to another workspace and open it (User 2)
4. Create a new Material named "Test" on both projects (The file should show the added local and added remote statuses)
5. Submit the file on User 1 and observe the files on the User 2's project
Expected result: the file is shown as "Added local" and "out of sync"
Actual result: the file is shown as "Added local", "Added remote" and "out of sync"
Reproduced in: 2020.2.0a1, 2020.1.0a26, 2019.3.3f1, 2018.4.18f1, 2017.4.37f1
