[UWP] UI isn't responsive on the right side of the app after setting apps resolution to higher than monitors resolution
Steps to reproduce:
1. Download 1191482_repro.zip and open "SampleScene" scene
2. Make sure your display resolution is lower than 4K
3. Build project for UWP
4. Click on buttons
Expected results: All button works as expected
Actual results: Button on the right side doesn't register clicks and mouse over
Reproduced with: 2020.1.0a9, 2019.3.0b8, 2019.2.10f1, 2018.4.11f1

- Not reproducible with on Standalone
