UWP App startup time is a lot longer when Network Adapter is enabled
How to reproduce:
1. Open the attached "Test_Delete01.zip" project
2. Build to UWP (with XAML and Master build configuration)
3. Open the Visual Studio Solution file, located in the built project's directory
4. Build the Solution on Local Machine with Master and x64 options
5. When App is launched - close it
6. Launch the App from Windows Start Menu -> notice the loading time
7. Turn off the Network Adapter -> Launch the app again
Expected result: App startup times are the same (with either Network Adapter disabled or enabled)
Actual result: App startup time with Network Adapter enabled is a lot longer (about 40s longer)
Reproducible with: 2017.4.40f1, 2018.4.24f1, 2019.4.3f1, 2020.1.0b15, 2020.2.0a17
