Using a ScrollRect the movement is Jerky when you try and scroll with multiple fingers on a Mobile device
To reproduce:
1. Download attached project and open in Unity
2. Build for iOS
3. Deploy the Xcode project to the iOS device
4. Place your first finger on the screen and then scroll a bit to the right
5. With your first finger still on the screen (now still), place your second finger on the screen and then scroll with that finger
6. You should experience a jerking
Notes:
- This issue reproduces on iOS, Android (Mono and IL2CPP) and Microsoft Surface Pro 4

- iPhone X, iOS: 11.3.1 - Reproduced
- iPhone XR, iOS: 12.0 - Reproduced
