Users don't have the option to re-enable the "Are you sure" pop-up when disabling Built-in Packages
*Steps to reproduce:*
# Open or create any Project
# Navigate to Window > Package Manager
# Select "Built-in" in the left hierarchy
# Select any of the enabled "Built-in" Packages and press the "Disable" button in the Package Description on the right side
# Observe the "Disable Built-in Package" pop-up and select the "Never ask" option
# Try disabling some other Package
# Open up the Package Manager Preferences page
*Actual results:* When a user selects the "Never ask" option, he then never again has the option to enable this pop-up
*Expected results:* The pop-up should have the option to be enabled again in the Package Managers Preferences page
*Reproducible with versions:* 2021.3.41f1, 2022.3.41f1, 6000.0.17f1
*Tested on (OS):* Windows 11, macOS Sonoma
