Users don't have the option to re-enable the "Are you sure" pop-up when disabling Built-in Packages
Steps to reproduce:
- Open or create any Project
- Navigate to Window > Package Manager
- Select "Built-in" in the left hierarchy
- Select any of the enabled "Built-in" Packages and press the "Disable" button in the Package Description on the right side
- Observe the "Disable Built-in Package" pop-up and select the "Never ask" option
- Try disabling some other Package
- Open up the Package Manager Preferences page
Actual results: When a user selects the "Never ask" option, he then never again has the option to enable this pop-up
Expected results: The pop-up should have the option to be enabled again in the Package Managers Preferences page
Reproducible with versions: 2021.3.41f1, 2022.3.41f1, 6000.0.17f1
Tested on (OS): Windows 11, macOS Sonoma
