User can build Server Builds without having the Module installed if a Build Profile for a Server Build is created
How to reproduce:
1. Open any project
2. Navigate to File > Build Profiles...
3. Create a new Build Profile for Mac Server
4. Select Build Profile and see that the user can switch to Build Profile without the Module installed
Actual result: The user can switch to and then Build with the Mac Server Build Profile without the Module installed
Expected result: The user is not able to switch to and then Build with a Build Profile that the user has not yet installed
Note: User might not initially be able to see the "Switch Profile" button. If this is the case, select another Profile and then the Mac Server one again
Tested on: macOS 14.2.1
Reproducible with: 2023.3.0b4
Not reproducible with: 2023.3.0a19 and other streams (New Build Target Framework)
