[URP][WebGL] WebGL build throws errors in console when project uses Light Cookies
Reproduction steps:
1. Open the attached project "cookie test webglurp"
2. Build and Run
Expected result: Build runs without errors
Actual result: URP errors in the browser's console
Reproducible with: 12.0.0 (2021.2.0b14), 12.1.3 (2021.2.8f1), 12.1.6 (2021.2.19f1, 2021.3.2f1), 13.1.8 (2022.1.0f1), 14.0.2 (2022.2.0a13)
Could not test with: 7.7.1(2019.4.39f1), 10.9.0 (2020.3.34f1) - URP in these streams doesn't support Light Cookies
Notes: Reproduces with WebGL build target, doesn't reproduce on Windows build target
