[URP] UI is displayed in a different place when Renderer Feature Camera Override and Restore is enabled and Scene is in 2D Mode
Reproduction steps:
1. Open user's attached project "TestUIBug" and scene "SampleScene"
2. Make sure the Scene window is in 2D Mode
3. In the Project window, select "UniversalRenderPipelineAsset_Renderer" from the Scenes folder
4. In the Inspector, enable the attached Render Feature's Camera Override
5. Make sure the Restore option is enabled
6. Move around in the Scene window to see the problem clearer
