[URP] Soft particles of VFX Graph and Shuriken are not fading at the intersection with the geometry when Overlay Camera is used

How to reproduce:
1. Open the user's attached project and Soft-Particles-Camera-Stacking/Repro scene
2. Enter the Play mode
3. Observe that particles of the Overlay camera

Expected result: particles are fading at the intersection with the geometry
Actual result: particles are not fading at the intersection with the geometry

Reproducible with: 7.6.0 (2019.4.28f1), 10.5.0 (2020.3.13f1), 11.0.0 (2021.1.13f1), 12.0.0 (2021.2.0b1)
Could not test with: 2018.4 (URP is not supported)
