[URP/LWRP/HDRP] Shadows are disappearing when "Link FOV to Physical Camera" with specific focal length is enabled
How to reproduce:
1. Open the new repro project -> Sample Scene
2. Switch to Game View
3. Switch between the two cameras in the scene by enabling/disabling them
4. Notice the missing shadow parts in the Game View (as opposed to Scene view)
Reproducible with: 2019.2.0b9(LWRP 6.7.1, HDRP 6.7.1/6.9.1), 2019.2.4f1(LWRP 6.9.1), 2020.1.0a3, 2020.1.0a3(URP/HDRP 7.0.1)
Not reproducible with: 2018.4.8f1(LWRP 4.10.0), 2019.1.14f1(LWRP 5.7.2), 2019.2.0b8(LWRP/HDRP 6.7.1)
Could not test with: 2017.4 LWRP was not yet implemented
