[URP] Not all Post-process Color Adjustments effects are applied to the Game View when Camera's Render Type is set to Overlay
How to reproduce:
1. Open the attached project's Scene labeled "LayerPostEffectsTest"
2. In the Hierarchy, select the "Global Volume B"
3. Toggle the Color Adjustments options
4. Observe the Game View
Expected result: All Color Adjustments options are affecting the Game View
Actual result: Only the Post Exposure is effecting the Game View
Reproducible with: 2019.3.4f1, 2020.1.0b1, 2020.2.0a2 (7.2.0, 8.0.1)
Couldn't test with Unity: 2017.4.37f1 (Package Manager does not exist), 2018.4.19f1 (4.10.0-preview)
Couldn't test with Packages: 4.10-preview, 7.1.8 (Camera doesn't have Render Type "Overlay" option)
