URP materials are opened for edit in Version Control when the materials are opened in the inspector and the project is saved
How to reproduce:
1. Open the “PerforceMaterialIssue.zip“ project
2. Go to Edit->Project Settings-> Version Control
3. Set the mode to Perforce
4. Fill in the fields under Version Control accordingly and press “Connect“ button
5. Submit the current version of the project in Version Control
6. Search “t:material“ in the Project tab
7. Select “Liquid_Mat“ and “Plastic_Transparent“ materials
8. Save the project and observe Version Control
Expected result: Materials are not opened for edit in Version Control
Actual result: Materials are opened for edit in Version Control
Reproducible with: 2020.3.47f1, 2021.3.24f1, 2022.2.18f1, 2023.1.0b15, 2023.2.0a13
