[URP] Material converter does not consistently convert custom and legacy materials/shaders
Steps to reproduce:
1. Download the project (more info in the comments)
2. Open SCENE_NAME scene
3. Convert the project to use URP
4. Go to Edit > Render Pipeline > Universal Render Pipeline > Upgrade Project Materials to UniversalRP Materials
5. Notice that after the conversion is done, only a very few handful of materials were converted
Notes:
- Observed in 2020.1.12f1, using URP package version 8.2.0
- Reproduces both with legacy (BRP) and custom materials/shaders
