[URP] Linear Color Space rendering is very bright when project is built for WebGL
How to reproduce:
1. Open the user's attached "2021.2.zip" project
2. Open the "Sample Scene" Scene
3. Go to File -> Build And Run
4. Observe the application in the browser
Expected result: Linear rendering is the same as in the Editor
Actual result: Linear rendering with WebGL is brighter than in the Editor
Reproducible with: 12.0.0 (2021.2.0b1, 2022.1.0a1)
Not reproducible with: 10.5.1 (2020.3.13f1), 11.0.0 (2021.1.14f1), 12.0.0 (2021.2.0a15)
Could not test with: 7.7.0 (Shader not supported after downgrading), 2021.2.0a16 - 2021.2.0a21 (Shader is pink after downgrading/upgrading)
Notes:
- The issue is not reproducible with Gamma Color Space
- The issue is not reproducible in the Editor
- The issue is not reproducible in Windows Build
