[Android] [URP] Lens Flare vertical position in Android Builds is inconsistent with the position in the Editor
Reproduction steps:
1. Open the project "BugReportLensFlares"
2. Enter Play Mode, and notice how the Lens Flare position is aligned with the position of the sun
3. Build and Run on Android
Expected result: Lens Flare position is the same
Actual result: Lens Flare position is not the same
Reproducible with: 12.1.6 (2021.2.17f1), 13.1.7 (2022.1.0b13), 14.0.1 (2022.2.0a8)
Could not test with: 7.7.1 (2019.4.36f1, Lens Flare (SRP) component not supported), 10.8.1 (2020.3.31f1, Lens Flare (SRP) component not supported)

Notes:
-Not reproducible on macOS Standalone Builds
-Could not test with HDRP because Lens Flare is not rendering on HDRP

I found out that the bug was fixed for Unity 2022 and upwards in another ticket (also confirmed it on my device):

However it was not backported to 2021 LTS

I can confirm it happens also with OpenGL on a OnePlus 9T
