LocalizationSettings.InitializationOperation hangs when re-entering Play Mode with Domain Reload disabled
How to reproduce:
1. Open the attached "IN-130610" project
2. Open the "Scenes/SampleScene" scene
3. Enter Play mode
4. Wait until "Localization is ready!" message is logged to the Console window
5. Double-click the Play button to exit and immediately re-enter Play mode
6. Observe the Console window
Actual result: "Localization is ready!" message is not logged
Expected result: "Localization is ready!" message is logged
Reproducible with: 1.22.2 (2023.2.0a16), 2.9.1 (6000.5.0a6)
Not reproducible with: 1.21.21 (2023.2.0a16)
Reproducible on: macOS 26.2 (M1 Max)
Not reproducible on: No other environments tested
