[URP] GameObject Shadows not rendered correctly when using a Spot Light at certain angles
How to reproduce:
1. Open the attached "URP Shadow.zip" project
2. Load "test" scene
3. Select Spot Light and move it's rotation Y-axis
Expected result: "Cube (2)" GameObject prevents light from passing through at any Spot Light angle
Actual result: at certain Spot Light angles light passes through "Cube (2)"
Reproduced with: URP 7.0.1 (Unity 2019.3.0b1), URP 7.1.1, URP 7.1.2 (Unity 2020.1.0a9)
Can't reproduce with: 2017.4.33f1 (no package manager)
Notes:
- also reproduced on LWRP 6.9.1 (Unity 2019.2.10f1), LWRP 4.1.0-preview (Unity 2018.4.12f1)
- while both "Cube (1)" and "Cube (2)" are on the same Y-axis position, only "Cube (2)" is affected by this issue
- a possible workaround would be to move "Cube (2)" down X-axis until light does not pass through the GameObject

Every few months we look at bugs which we have not had the opportunity to fix yet. We try to be as diligent as we can and want to prioritize bugs that are causing issues with shipping and frequent pain points in day to day works. To ensure we are targeting the most important bugs we regularly close out older bugs that have not reached this threshold over the past months. The bug you have currently raised has not met this threshold for fixing over the last few months.
