[URP] Project does not compile when the com.unity.modules.animation package is disabled
Reproduction steps:
1. Open the attached "1227068.zip" project and observe the Console window
Expected result: The project compiles and errors are shown in the Console window
Actual result: The project does not compile, URP is dependent on Animation package
Reproducible with: 7.1.1 (2019.3.0b12), 7.2.1 (2019.3.6f1), 7.1.7 (2020.1.0a22, 2020.2.0a4), 8.0.1 (2020.1.0a22, 2020.2.0a4)
Not reproducible with: 7.0.0 (2019.3.0a11), 7.1.1 (2019.3.0b11), 7.1.5 (2019.3.0b11), 7.1.7 (2020.1.0a21), 7.2.1 (2020.1.0a21)
Could not test with: 2017.4.38f1, 2018.4.19f1 (Universal RP package was not introduced)
Notes:
-The issue is Unity version dependant
-The attached project is an empty project with deleted/disabled Timeline, Director and Animation packages
-Tested with resetting the packages when downgrading/upgrading the project
