URP Decal Projector with a Material that has a Normal Map applied is broken when it is rotated

How to reproduce:
1. Open the attached “DecalBug.zip” project
2. Open the “SampleScene” Scene
3. In the Hierarchy select “Decal Projector”
4. In the Scene window select “Rotate Tool”
5. Rotate the “Decal Projector” along Y-axis

Expected result: The projected material Normal Map rotates with Decal Projector
Actual result: The projected material Normal Map changes when rotating Decal Projector

Reproducible with: 12.0.0 (2021.2.0b1), 12.1.1 (2021.2.4f1), 13.1.1 (2022.1.0a16)
Could not test with: versions lower than 12.0.0 (2021.2.0b1) (Decal Projector was added in 2021.2.0b1 and above)

Workaround:
- Duplicate decal shadergraph and change node "Sample Texture 2D" Type to "Normal"

  1. Resolution Note:

    Example given was not sampling the input texture as a normal map type, so incorrect values were being passed into the normal slot in the shader graph provided.
