[URP] Hitting play button after building corrupts all URP Shader Graphs
Reproduction steps:
1. Download and open the attached "Fixzy_MaybeNotWorking" project
2. Build the project
3. In the Editor window, enter "Play" mode
Expected result: No errors appear in the Console window
Actual result: An error appears in the Console window
Reproducible with: 2019.4.24f1 (7.5.3), 2020.3.4f1 (10.4.0), 2021.1.2f1 (11.0.0), 2021.2.0a12 (12.0.0)
