[URP] Builtin to URP Render Pipeline Converter freezes the Editor when Converting Rendering Settings
How to reproduce:
1. Create a new 3D Template project
2. Open the Package manager and Import URP
3. Click Rendering -> Render Pipeline Converter -> switch to 'Built-in to URP'
4. Press the Initialize Converters button
5. Press the Convert Assets button
Expected results: Builtin rendering settings are converted into Renderer Assets
Actual results: Editor freezes as soon as the Convert Assets button is pressed
Reproducible with: 2021.2.0b3(12.0.0), 2021.2.0b6(12.0.0), 2022.1.0a4(12.0.0)
Could not test with: 2019.4.29f1, 2020.3.15f1, 2021.1.16f1, 2021.2.0b2(Rendering Settings Converter was not yet available)
Notes:
1. Issue occurs on macOS 11.4 and Windows 10
