[URP] Bloom effect flickers when using Integrated Post-Processing Feature Set
How to reproduce:
1. Open the attached project's "case_1224915-Project.zip" Scene labeled "ForestWalk"
2. Enter the Play Mode
3. Press the "Space" key to play the jump animation
4. Observe the Game View
Expected result: Bloom effect on the Player GameObject doesn't flicker
Actual result: Bloom effect flickers
Reproducible with: 2019.3.9f1, 2020.1.0b5, 2020.2.0a5 (7.0.1, 8.0.1)
Couldn't test with: 2017.4.39f1 (Package Manager does not exist), 2018.4.21f1 (Project breaks)
Note: Bloom doesn't flicker when using PostProcessV2
