[APV] All environment lighting (sky) gets removed when switching probe system to Probe Volume
Reproduction steps:
1.. Open the attached project “urptyx”
2. Select “Assets > Settings > URP-HighFidelity.asset” Asset in the Project Window
3. In the inspector window “Lighting > Light Probe System” change from “Light Probe Groups” to “Probe Volumes”
4. Observe the environment lighting in the Scene View
Expected result: Environment lighting is rendered correctly
Actual result: All environment lighting is gone
Reproducible with: 2023.1.0a25, 2023.1.0b8, 2023.2.0a3
Could not test with (Light Probe System option did not exist): 2020.3.44f1, 2021.3.19f1, 2022.2.7f1, 2023.1.0a24
Reproducible on: MacOS 12.2.1 (Intel), Windows 10
