[URP][Android][iOS] Uninitialized Background Type is cleared every frame on Mobile devices

Steps to reproduce:
1. Open the attached project ("URP_cleartest.zip")
2. Build and deploy to a device

Expected results: Background is not cleared when the Camera is Uninitialized
Actual results: Background is always cleared when the Camera is Uninitialized

Reproducible with: 7.6.0 (2019.4.24f1),10.4.0 (2020.3.4f1), 11.0.0 (2021.1.3f1), 12.0.0 (2021.2.0a13)

Notes:
- The issue might be highly related to Case 1314197 (https://issuetracker.unity3d.com/product/unity/issues/guid/1314197/), but in this scenario there's only one camera being used
