Input System package is missing when creating a new HDRP project
Steps to reproduce:
1. Create a new 3D HDRP project
2. In the Menu Bar, click Edit → Project Settings
3. Select Player Settings
4. In the “Other Settings” tab, find Active Input Handling
5. Observe that the setting is set to “Both” as the old Input Manager and the Input System package
6. In the Menu Bar, click Window → Package Manager
7. Search for “Input System” in the “In Project” field
8. Observe the Search results
Expected result: The Input System package is installed by default
Actual result: The Input System package is not installed
Reproducible in: 2021.3.45f1, 2022.3.52f1, 6000.0.27f1, 6000.1.0a3
Reproducible on: Windows 11
Not reproducible on: No other environment tested
