[URP] Depth of Field doesn't provide blur when Base and Overlay Cameras use different Layer

How to reproduce:
1. Open the user's attached "URP12Test.zip" project
2. Build And Run the "SampleScene" on an Android 7 or older device

Expected results: The Scene is blurry
Actual results: The Scene is not blurry

Reproducible with: 7.7.1 (2019.4.31f1),10.7.0 (2020.3.21f1), 11.0.0 (2021.1.26f1), 12.1.0 (2021.2.0b16), 13.0.0 (2022.1.0a12)

Notes:
- The issue is only reproducible when using the Gaussian mode (Bokeh mode has other issues that have their reports)
