[URP] 2D Light gets culled when one light is using 2 Target Sorting Layers and another offscreen light is using one same layer
How to reproduce:
1. Open the attached "1328012_Repro" project
2. Open the "Test" Scene
3. In the Scene view move the Camera so only one 2D Light would be visible
Expected results: The 2D Light stays visible
Actual results: The 2D Light becomes invisible
Reproducible with: 10.1.0 (2020.2.0b9), 10.4.0 (2020.3.5f1)
Not reproducible with: 7.6.0 (2019.4.24f1), 10.0.0-preview.26 (2020.2.0b9), 11.0.0 (2021.1.2f1), 12.0.0 (2021.2.0a13)
Notes:
- Happens with every 2D Light Type
- If one 2D Light has 2 Target Sorting Layers checked that are in a row in order (for example 1st and 2nd layer) and no other 2D Light are using those layers then that light will get culled no matter what (also not reproducible in URP 11.0.0)
