Updates for packages are not displayed when viewed in the Package Manager's "Updates" category
How to reproduce:
1. Open the “PackmanUpdates“ project
2. Open the Package Manager (Window > Package Manager)
3. Open the “In Project” category
4. Select the “Cinemachine” package
5. Open the “Version History” section
6. Observe that the package has an update available
7. Under the “In Project” category locate and open the “Updates” category
8. Observe the window
Expected result: An update for the “Cinemachine” package is displayed
Actual result: No updates are displayed
Reproduced with: 2022.3.22f1, 2023.2.15f1, 6000.0.0b13
Could not test with: 2021.3.36f1 (Could not identify a package that had a verified version that was lower than the Editor supported version)
Reproduced on: Windows 11
Not reproduced on: No other environment tested

Resolution Note:
Package Manager UI will not show the update icon because 2.x.x -> 3.0.x is a major version bump, therefore a breaking change, hence we won’t propose update. User can still bypass and install from Version History tab.
