[Universal RP]Opaque texture is not downsampled when setting Opaque Downsampling to 2x or 4x
How to reproduce:
1. Open the project from the attached file "1223894.zip"(download link in edit)
2. Enter Play Mode and inspect the Scene View
3. Exit Play Mode and open UniversalRenderPipelineAsset from the Assets folder
4. In the Inspector change the Opaque Downsampling from None to 4x Bilinear
5. Enter Play Mode and Inspect the Scene View
Expected result: texture resolution should be 4 times lower
Actual result: texture resolution is the same
Reproducible with: LWRP 4.10.0-preview(2018.4.18f1) LWRP 6.9.2(2019.3.0a11), Universal RP 7.0.1(2019.3.0a12, 2019.3.0b4, 2020.1.0a11)
Not reproducible with: Universal RP 7.1.1(2019.3.0b4, 2019.3.0b12) Universal RP 7.2.1(2019.3.4f1, 2020.1.0a26, 2020.2.0a1)
Could not test with: 2017.4.37f1(No package manager)
