[Universal RP][Android] Nothing is rendered on PowerVR devices
How to reproduce:
1. Download and open project from https://github.com/Verasl/BoatAttack
2. Build and run a project on Android
Expected result: The scene is rendered
Actual result: White screen on the device
Repoducible: 2019.3.0b3 with Universal RP 7.2.0 package version

Notes:
- Tested with Vulkan and GLES3 Graphics APIs, Gamma and Linear color spaces. Most of PowerVR devices did not support Vulkan
- Can't find what exactly causes this bug. Tried disabling HDR, Anti-aliasing, Post Processing, Opaque texture
