Universal Renderer features: "Layer Mask" and "Shader Passes" repeated tooltips
Reproduced on Master, 7.1.2, and 6.9.1. Could not repro in earlier versions due to the renderer features UI being broken, preventing me from adding the section where the tooltips show up.
Repro steps:
1. Choose a project with Universal RP
2. Create a Universal Render Pipeline forward renderer
3. Create a new renderer feature
4. Mouse over Event, Filters -> Layer Mask, and Filters -> Shader Passes
Expected result: the tooltips are different
Actual result: the tooltips are the same
